SCIROCCO - Scaling Integrated Care in Context

SCIROCCO aims to develop the Maturity Model into a validated and tested self-assessment tool that will facilitate the successful scaling up and transfer of good practices in integrated care across European regions. The project will explore how matching the complementary strengths and weaknesses of regions can deliver two major benefits: 1) A strong basis for successful twinning and coaching that facilitates shared learning; 2) A practical support for the scaling up of good practices that promote active and healthy ageing and participation in the community.

What problem is SCIROCCO solving?

A growing number of sites around Europe are focused on integrated care, either bringing health and care together or ensuring that different levels of healthcare are better connected. Yet the sites can still be faced with several challenges. These challenges include: How to mature an initiative and scale it up? How to know how well the site is doing? How to know what to do next? How to know what other good practice examples exist around the Union? Having a well-designed, rigorous, and easy-to-use tool that can help sites answer some of these questions is invaluable. SCIROCCO plans to provide such a tool. Additionally, policy-makers and decision-makers may be able to use the SCIROCCO tool to follow what progress is being made and how nations, regions, authorities or sites compare and contrast with each other.

What is SCIROCCO about?

The SCIROCCO Maturity Model for Integrated Care is a conceptual model http://www.scirocco-project.eu/maturitymodel/. It helps to show how healthcare systems are delivering more integrated care services to their citizens.
SCIROCCO is investigating and applying this model further, particularly with the help of several regional sites. To do this, the sites are co-working to develop a way in which the model can be used in a quick and easy manner. They are helping each other through workshops and support sessions, and several of sites are coaching each other, twinned around their integrated care activities.

The maturity model was derived from interviews with 12 European countries (or regions within a country) that are responsible for healthcare delivery. The many activities that need to be managed in order to deliver integrated care were grouped into 12 'dimensions', each of which addresses a part of the overall effort. Example dimensions are Readiness to Change, Information and eHealth Services, Standardisation and Simplification, and Finance and Funding.

The maturity model was originally developed by the European Innovation Partnership on Active and Healthy Ageing, B3 Action Group on integrated care http://ec.europa.eu/research/innovation-union/index_en.cfm?section=active-healthy-ageing. The Partnership continues in its efforts to expand the use of the model to a far wider grouping of locations and sites.

What is EHTEL's role in SCIROCCO?

EHTEL's focus in SCIROCCO is in two areas. First, EHTEL is working on the dissemination of the project progress and outcomes, and on supporting the eventual exploitation of the model. Second, EHTEL is leading the work on SCIROCCO's policy advisory board. This is work which will enable SCIROCCO to offer meaningful inputs to Europe's policy directions. To the fore will will be solutions to the critical challenge of what kinds of tools and techniques can health and care authorities and sites use to make their work on active and healthy ageing more effective and efficient.

Ultimately, EHTEL members can use EHTEL's involvement in SCIROCCO to learn more, and more quickly, about how to focus on integrated care and on active and healthy ageing. It provides EHTEL members with a targeted tool to do your own integrated care activities better, but also to be able to interact with others!
