The modernization of the healthcare sector requires a coherent large-scale deployment of several eHealth initiatives. Any eHealth roadmap should compare and synchronize them using a customized approach to the Balanced Score Card, i.e. considering the direct economic factors, the systemic benefits, the technological feasibility and the cultural feasibility.

Most organisations emphasize the cost of investment, with benefits as a later, loosely defined activity. Conventional health planning models provide the timescales for eHealth, and risks assessed superficially, with limited mitigation measures. These decisions need more rigour.
