Learn about the experience of the Ministry of Social Affairs of Estonia on assessing the need for adapting the governance and initiating a transformation journey (with the support of Ernst & Young and EHTEL).

Reflect on the question: Is our own governance ready for the European Commission proposal for an European Health Data Space (EHDS), and particularly its chapters 2 and 3 and 4?

EHTEL’s transformation track is one of EHTEL’s two prime activities in its Imagining 2029 work programme. Each year, the track aims to organise a series of three events. 2022 is no different.

The track focuses on the organisational and technical challenges experienced by EHTEL members in moving forward with digital health. It provides a forum for members to share their experiences with, and learn from, each other. Key among the attendees are the European (Member States) competence centres that handle the technical application of health systems and services through information and communication technologies.

Redesigning Estonian eHealth Governance (10’)

This presentation will introduce the methodology applied by Ernst & Young, with the support of EHTEL, to redesign the eHealth Governance of Estonia. It will also provide some background in relation to the digital transformation in Estonia.

The governance transformation journey of the Ministry of Social Affairs (MoSA) (20’)

With this presentation, the audience will learn about the governance journey of Estonia, starting from the one needed to implement an eGov infrastructure, continuing with the one needed to govern the deployment of an eHealth infrastructure, and to landing today with the governance needed to share, use and benefit from health data. A set of lessons learned during this journey will close the presentation.
