Galician Public Health Care Service – SERGAS and the CÓDIGO100 Innovation Plan

Healthcare services in Galicia are mainly provided at Regional level by a public institution, SERGAS, the Galician healthcare service.

The main resources for SERGAS consist of 7 hospitals trusts with tertiary care services, and 7 rural hospitals with secondary care services. Another 460 primary care centres complete the network of healthcare facilities in the Region. About 38,000 professionals work at SERGAS, which is considered the biggest organization in Galicia. The public health authority and the public healthcare provider work in close collaboration towards the goal of providing sustainable healthcare services with the highest levels of quality, using ICT as an essential tool.

An average of 30 M€ funding has been invested during the last 10 years to provide new healthcare models mainly based in the introduction of new technologies and tools to support organizational changes: Electronic Health record, named IANUS, e-Prescription or Digital imaging provide successful experiences that have provided and are currently providing benefits for quality and sustainability of health services.

Telemedicine services are fully implemented on an off-line model, where General Practitioners send diagnosis and treatment consultation request to Clinicians at hospitals. More than 20.000 teleconsultations are performed per year on several areas: Dermatology, Cardiology, Neurology, Ophtalmology. All information of teleconsultation is available in the electronic health record to any professional.

Regarding the transmission of data generated at the citizen side, either at home or in mobility situation, SERGAS has implemented TELEA, the Digital home platform, that allows receiving data either directly from sensors, and devices integrated through standard protocols, or by using a web portal or specific mobile and smart TV apps. More than 60 patients and professionals are already using this platform to perform telemonitoring of patients.

The patient portal "e-Saúde" is  working since 2015 with more than 30.000 citizens accessing to their own Health Record, and accessing to digital health services. (https://ec.europa.eu/eip/ageing/commitments-tracker/b3/e-saude-patient-portal-health-care_en)
The Region is currently focusing on establishing integration to social care systems using new technologies under the ACTIVAGE H2020 IoT project (www.activageproject.eu).

ABOUT CODIGO 100.

Given the estimations that say that the Galician population 65 years old will reach 24.5% by 2020, CÓDIGO100 is designed to anticipate the future by transforming and implementing a new health model that can successfully manage the challenge of this demographic transition.

The Galician Health Service has opened a call for innovation projects in 2017 under the CÓDIGO100 Innovation Plan, which will make available about EUR 15 million for the projects from various sources. The funding of this project is provided by European Commission under the ERDF Operating Programme for innovation promoted by the Spanish Ministry of Economy and Competitiveness 2014-2020 (read more at codigo100.sergas.es)

The search will look for outstanding innovative technologies, therapies, diagnostic procedures and medical devices in order to advance more personalized treatments and solve our health challenges. The companies will not receive direct funding, but instead contract with the Galician healthcare system through Public Procurement of Innovation.

SERGAS CODIGO 100

 

CÓDIGO100 is a patient-centered care innovation plan with which SERGAS collects and optimizes the experience and best practices acquired through InnovaSaúde and H2050.

The actions contemplated in this plan, among which continues the innovative public procurement strategy, will have as central axis the early response to demographic change and the promotion of a new health system prepared to lead active and healthy aging.

Far from seeking specific impacts through isolated projects, the great value of the plan lies in promoting an innovation model centered on a common challenge capable of integrating all members of the system, from health professionals to patients.
The action lines of CODIGO 100 are:

  • New therapies and devices, services and protocols responding to main social and healthcare priorities of Galicia.
  • Projects to increase patient empowerment.
  • Initiatives to increase the professional skills, modernize the system and foster an innovative culture.
