EHTEL Position "Towards an incremental approach to let citizens master the access to and the use of their health data via Interoperable EHRs"

EHTEL Position Paper written for the EC consultation on 'Electronic health records – standard formats' in Dec 2018: "Towards an incremental approach to let citizens master the access to and the use of their health data via Interoperable EHRs". EHTEL members welcome the recent initiative of the European Commission towards a 'Recommendation to establish a Format for a European Electronic Health Record (EHR) Exchange'. It aims to facilitate cross-border interoperability and secure access to electronic health records for seamless exchange and use of health data in the EU. Throughout 2017, while the EU launched a number of public consultations around digital health and care at European, national and regional levels, EHTEL members consistently emphasised three key issues: 1) Citizens' empowerment and their online access to health and care data. 2) Continuity of care and interoperable service implementation. 3) Digital transformation management and governance. Advocation an incremental approach support a coordinated approach of involving all actors and the cumulative knowledge that has already led to a multitude of meaningful dataset definitions, formats for syntactic interoperability and international accepted semantic systems.
