EHDS Task Force: How EHR systems users can best benefit from AI-supported monitoring

On 16 October 2025 EHTEL members gathered for the 4th meeting of the EHTEL European Health Data Space (EHDS) Implementers' Task Force. This Task Force meeting explored how EHR systems users can best benefit from AI-supported monitoring and decision support systems.
 
The meeting was supported by a working paper developed on request and with the funding of Xt-EHR, a Joint Action which is shaping the future of Europe’s electronic health records.
 
Dragan Sahpaski, from Sorsix highlighted the perspective of an EHR developer and Stefano Tagliaferri, from Kelyon that of an AI decision support system developer.
 
The session was chaired and moderated by Heidi Peltotalo (THL, Finland) and Daniela Spiessberger (gematik, Germany).

The webinar opened with an introductory presentation by Luc Nicolas (EHTEL), who outlined the working paper and set the stage for a discussion on the evolving role of AI in healthcare. The working paper he introduced is now open for comments on the Member Workspace.

During his presentation, Luc Nicolas outlined a series of critical barriers that currently constrain the effective implementation of AI in healthcare, and suggested some recommendations.

Next, Dragan Sahpaski, from EHTEL member Sorsix, presented the Pinga platform, a modular Software as a Service (SaaS)-based EHR and Hospital Information System (HIS) currently deployed in over 10 countries. The system processes more than 3 billion clinical interactions annually and plays an active role in the European Health Data Space (EHDS) interoperability testing initiatives, such as the Plugathon and the  XShare project.

Stefano Tagliaferri, from EHTEL member Kelyon, emphasised that coexistence between AI developers and EHR vendors is not only possible but essential. He highlighted the persistent fragmentation of national systems and the prevalence of legacy interfaces as the primary integration barrier across Europe.

Main take-aways:

  • The session highlighted that AI is no longer a futuristic concept. It is now a tangible reality which is already influencing daily healthcare operations and decision-making.
  • The central challenge for the healthcare sector, therefore, is not whether AI will be implemented: instead, it is how effectively systems, professionals, and governance structures can adapt to its ongoing evolution.
  • Transparent design, robust governance, and sustained collaboration between innovators, vendors, clinicians, and regulators are all needed. Through this, AI has the potential to transform healthcare data into actionable intelligence, advancing positively both individual patient outcomes and societal well-being.
